FREE MOVEMENT BETWEEN TAMIL NADU AND ANDHRA PRADESH

When coronavirus started affecting people in the country in the past so many months, lockdown was put in place in March 2020 restricting movement of people from one district to another district, different states and made to come out of the house only for purchase of essential items at the prescribed time fixed by the Government.  This procedure was adopted all over India.  Gradually, e-pass system was introduced whereby people can move from one place to another after receipt of e-pass upon providing certain information.  The relaxation was given to people who wanted to travel for emergency medical services, marriage functions and funerals.

Under the present scenario, Tamil Nadu has approved granting multiple entry monthly e-passes for workers of private companies, foreign firm for regulation commutation between Tamil Nadu and Andhra Pradesh.  This was granted with certain conditions.

Representations were made by some companies to the Industries Department for daily movement to the neighbouring state.  The Industries Department, in turn, took up with the Government with a request for suitable e-passes.  A Government Order was issued by the Chief Secretary in this regard sanctioning e-passes valid for one month.  Companies can opt for extension beyond one month if needed.  A company can apply for e-pass for its employees and an individual cannot apply for the same.  It is the responsibility of the company to provide necessary transport such as bus, van, car, maintain physical distancing as per the guidelines given by the Government.

The Collector will issue monthly e-pass for company managers/supervisors for daily commutation between districts under his jurisdiction.  If needed, e-pass can be renewed upon request every month.

The essential movement of manpower of Japanese firms and Consulate General of Japan in Chennai have requested the Industries Department for movement to neighbouring districts of Andhra Pradesh.
